Energy Leaders Convene in Beijing to Examine the Implications of China’s 15th Five-Year Plan Ahead of the Beijing Energy Congress 2027

Beijing, China – 19th March 2026: Senior leaders from across the global energy industry gathered in Beijing this week for a strategic Event Preview of the Beijing Energy Congress 2027, convening at a pivotal moment for the sector following the announcement of China’s 15th Five-Year Plan. 

Against a backdrop of geopolitical uncertainty, market volatility and accelerating system transformation, the event provided an important opportunity to examine how China’s evolving energy strategy is shaping the direction of global markets – and to explore the implications for investment, technology deployment and international collaboration across the energy value chain. 

Opening remarks from Peng Jun, Chairman of the Beijing Capital Group Exhibitions & Events, and Marcus Magee, Vice President – Asia at dmg events, emphasised the importance of strengthening partnerships and maintaining alignment across global energy systems as the industry navigates a period of disruption and change. 

A keynote programme brought together leading perspectives from CNPC ETRI, Sinopec PEPRI, CNOOC EEI and the State Power Investment Corporation Research Institute to explore the direction of travel under the 15th Five-Year Plan. 

Dr. Lu Ruquan, President of the CNPC Economics & Technology Research Institute, set the strategic context with his keynote on “Shifting Dynamics of the Global Energy Landscape and China’s New Mission,” highlighting a transition towards system integration and “high-quality development,” and positioning China as a stabilising force within an increasingly complex global energy landscape. “The global energy transition depends on open dialogue and shared understanding. As China’s national energy think tank, CNPC ETRI conducts forward-looking research in areas including energy strategy and security, energy economy and market, energy geopolitics and international cooperation, energy technological innovation and development, corporate governance and management. It helps connect China's strategic thinking with international expertise. Hosted in China and shared with the world, the Beijing Energy Congress provides a platform for cooperation and knowledge exchange across the global energy system” said Dr. Lu. 


Subsequent keynote contributions expanded on this outlook – from the industrialisation of CCUS and the development of hydrogen value chains, to evolving LNG market dynamics and new growth opportunities emerging across China’s energy system. Across discussions, a clear theme emerged: the need to prioritise energy resilience, strengthen supply chain security, and accelerate coordinated development across both traditional and low-carbon energy systems. 


A leadership panel, moderated by Xinlei Zhu, Partner and Country Manager China at Rystad Energy, brought together senior industry voices from Cheniere, The Hong Kong and China Gas Company Limited (Towngas) and the World Nuclear Association to discuss how companies are responding to these shifts. The discussion highlighted the importance of diversified energy portfolios, stronger cross-border partnerships, and investment in system flexibility to support long-term resilience. 

The programme concluded with a market intelligence briefing from KPMG, which underscored a shift in capital allocation towards assets and infrastructure that enhance reliability, adaptability and security in an increasingly uncertain global environment. 


Insights from both the Event Preview and the Executive Committee discussions reinforced the role of the Beijing Energy Congress as a platform to strengthen international dialogue, align market priorities and support the development of more resilient and integrated energy systems.
